The rule for how fuel is paid. 'Full to full' (collect full, return full) simply means you collect the vehicle with a full tank of fuel and are expected to return full; 'full to empty' (prepay a tank, return empty) means paying in advance for a full tank of fuel and so, therefore, you're not expected to return it full. *Related:* Full to full, Full to empty, Refueling charge
