A fuel policy where you prepay for a full tank at pickup and return the car empty, with no refund for fuel left in it.

For travelers: because unused fuel is not refunded, full-to-empty tends to cost more unless you run the tank down close to empty - but, for some, the convenience is worth the added cost.
